GOVT30 – First Discussion Paper Topics

Write a paper of no more than three pages (double-spaced) to address and answer one of the following three questions. The paper should be e-mailed to your TF by 9:00 AM, Monday, handed in.

In your papers, be sure to do the following: (1) minimize typographical and grammatical errors; (2) consider potential or actual counterarguments against your position.

1. Would Hamilton and Madison have agreed with Robert Putnam that the health of American society (any society) depends upon the building of social capital, and that individualism (even “family values” individualism) is a threat to the health, prosperity and stability of the American republic? Using the Federalist Papers, compose a Hamiltonian or Madisonian response to Putnam.

2. The Minority of the Pennsylvania Convention was concerned that the power given to the federal government under the Constitution would allow it to "annihilate" the states. The Federalists disagreed. Briefly review the debate and suggest, in light of the debate and of the history of federalism, who you think has the better position.

3. The anti-Federalists also felt that the national government’s power of taxation should be limited. Again the Federalists disagreed. Briefly review the debate and suggest, in light of the strength of the arguments and our history, who you think has the better position.
